About
The Supporting Networks of HIV Care by Enhancing Primary Medical Care (SNHC by EPMC) project is a national training, technical assistance and capacity building project designed to develop, improve, and expand comprehensive HIV primary medical care and treatment services to racial/ethnic minority communities severely impacted by HIV/AIDS. Funded through the Health Resources and Services Administration (HRSA)'s HIV/AIDS Bureau, by the Minority AIDS Initiative, the project is led by HealthHIV.

Target Organizations
Small/moderately sized non-profit primary medical care sites located in communities serving racial/ethnic minorities with a high burden of HIV disease and relatively low resources. These include:
- Community Health Centers (CHCs),
- CHC Expansion Sites,
- Federally Qualified Health Centers (FQHCs),
- FQHC Look-Alikes,
- AIDS Service Organizations (ASOs),
- Rural Health Centers (RHCs),
- Mental Health and Family Planning Clinics.
Ryan White Program funded primary care organizations affected by the 2005 hurricane disasters in the Gulf Coast who require technical assistance are also eligible. Directly funded Ryan White
Programs funded outside of these targeted criteria are not eligible for services.
General Eligibility
Organizations meeting all of the criteria listed below are eligible to receive services through this project:
- Small to moderately sized non-profit organizations in the U.S. and surrounding territories.
- Organizations with at least a two-year history of providing primary medical care to racial/ethnic minority residents in its surrounding community.
- Organizations currently not directly funded by HRSA through the Ryan White Program. Organizations that only receive subcontracts under Part A, B, C, D or Part F of the Ryan White Program are eligible to receive services. Ryan White Program grantees and funded providers whose capacity to provide HIV primary medical care was devastated by the 2005 hurricanes are eligible for Intensive Capacity Building only.

Technical Assistance and Capacity Building
Onsite Technical Assistance
Technical assistance (TA) is available in a wide range of organizational, programmatic, and clinical management areas. TA is defined as the provision of information, new HIV technologies, consultation, technical services, and training for primary medical care sites.
Intensive Capacity Building
Intensive Capacity Building (ICB) provides assistance to a limited number of organizations that is longer in duration and more comprehensive than the assistance provided through onsite technical assistance. Primary care sites serving minority communities and those impacted by the 2005 hurricanes can be selected for ICB assistance. The assistance includes an organizational diagnosis resulting in an intensive capacity building package that includes on-site technical assistance, materials, and funding. Funding for one-time costs is based on level of need to support the expansion, implementation, or improvement of services.
Regional Meetings
Regional Meetings are developed in track specific sessions catering to the clinical and organizational programmatic needs of clinical, healthcare and social work professionals. These sessions are conducted utilizing innovative training techniques. Topics will include but are not limited to:
- HIV diagnosis and clinical management;
- Administration of HIV clinical services;
- Negotiating ancillary services;
- Staffing; and
- Continuous quality improvement.
